MINUTES of the special meeting of the Pitkin County Library Board of Trustees on

January 23, 2013.



ROLL CALL: Trustees present: Jim Moran, Barbara Reid, Judy Wrigley and John Wilkinson. Austine Stitt, Barbara Smith. and Judi Harris were not present.  County Librarian Kathy Chandler attended as did John Keleher.



PUBLIC COMMENT:  There was no public comment.



OLD BUSINESS:

Library Easement on Galena Plaza: Kathy Chandler reviewed the library’s financial situation as well as her perception of public objections to the library’s ballot question on the November, 2012 ballot.  She and Barbara Reid reviewed comments made at the Aspen City Council Work Session on January 15 and talked about their attendance at that meeting to try to keep the option open for the possibility of building support structure in the parking garage when the repair work is done on the garage roof should the Library Board wish to proceed with putting in the supports at that time. Concerns over the possible costs as well as public perception were expressed, but the Board did decide to carry on with discussion of possibly putting the supports in place while information is gathered as to the cost of building the supports before the waterproofing and landscaping are in place versus waiting until expansion is eminent.  John Keleher will meet with Mike Cerise who worked on price estimates for the proposed expansion to see what information he can provide at present and what it might cost to determine the pricing needed to make an informed decision.



The Library Board looked at the sketch the City Planners presented at the City Council meeting and voiced their support for the opinion expressed by City Councilman Torre.  Torre suggested that there not be planters and risers built in the library’s easement that would need to be removed when advantage is taken of the library easement.  The Board also agreed that an open seating arrangement near the library would be preferred to the plans proposed by the landscape architects working on the design of the plaza.  John Wilkinson, Barbara Reid, and Kathleen Chandler will try to set up a meeting with County Manager Jon Peacock to discuss the communication of the Board’s opinion to the City.
