Minutes of the July 11, 2013 meeting of the Pitkin County Library Board of Trustees

ROLL CALL:  Trustees present were Jim Moran, Barbara Reid, Barbara Smith, Austine Stitt, Judy Wrigley, and John Wilkinson.  Judi Harris was absent.  Also present were Kathy Chandler, Jodi Smith, Jack Wheeler, Jocelyn Durrance, and Willis Pember.

PUBLIC COMMENT:  There was no public comment.

MINUTES:  Austine moved that the minutes of the previous meeting be approved.  Jim seconded the motion which passed unanimously.

NEW BUSINESS:  Willis Pember gave a slide presentation of the new libraries in Glenwood Springs and Carbondale which his firm designed. He presented a schematic design of the current status of the library expansion plan.  He reviewed the scope and estimate of cost of the redesign. The Board analyzed the project costs with him. The Board thanked Willis for his efforts.  The Board discussed whether the library should revise the existing contract with WPA or issue a new RFP to allow other firms an opportunity to be considered for the project.  Because the project is substantially different in scope, Trustees felt it their responsibility to open the process up once again to interested firms, noting that this would ensure transparency and accountability.

John Wilkinson made a motion, seconded by Barbara Smith, that the library should proceed to issue a Request for Proposals with the intent of soliciting bids for architectural work for the expansion and renovation of the existing library.  The motion passed.

Kathy Chandler asked the Board to amend the library policy on hours of operation from

9.1    HOURS OF OPERATION

The Pitkin County Library is open to the public as follows:

10:00 a.m. to 9:00 p.m. - Monday through Thursday

10:00 a.m. to 6:00 p.m. - Friday and Saturday

12 noon to 6:00 p.m. - Sunday

Any change in these hours shall be approved by the Board of Trustees upon the recommendation of the County Librarian.

John Wilkinson made a motion, seconded by Judy Wrigley, that the first reading of the policy change be approved.  The motion passed.

Jack Wheeler reviewed the Library's major capital replacement plan.

Jocelyn Durrance informed the Board of the newly-designed web page, set to debut July 24.

Jodi Smith spoke to the Board of her concern about the failing condition of the flat portion of the library’s roof.  Although Board members would have preferred to defer replacement of the membrane until construction of an addition was well underway, they agreed that the work should take place before winter.
