MINUTES of the regular meeting of the PItkin County Library Board of Trustees on September 4, 2019.  The meeting was called to order at 12:04 p.m.

ROLL CALL:  Trustees present: Judy Wrigley, Barbara Reid, Barbara Smith, John Wilkinson,  Austine Stitt, Judi Harris, and alternate member Elizabeth Nix. John Keleher was absent. Also attending were County Librarian Kathy Chandler and Ann Driggers from the Finance Department at Pitkin County. 

PUBLIC COMMENT: There was no public comment.

APPROVAL OF MINUTES: A motion was made by Barbara Smith and seconded by Barbara Reid to approve the Minutes of the Meeting on August 14, 2019. The motion was passed unanimously.

TRUSTEE COMMENTS: In the future the Board would like to have guests, if possible, present at the beginning of the Agenda.

OLD BUSINESS: The Board discussed again the management agreement with Chandler Asset Management Company. The following motion was made by John Wilkinson and seconded by Judi Harris with the caveat that the Board will re-examine it in six months. The motion was passed unanimously.  Motion: To transfer Library investments from the current portfolio brokered through Schwab, T Rowe Price and Vanguard to the Pitkin County Operating account for investment with all other County funds per the County Investment Policy.

LIBRARIAN’S REPORT: Rick Magneson from the Aspen Police Department will attend the November 11 staff training day to teach a one hour class on safety. Also, Jackie Welgos will give a presentation on mental health.

The public outreach process regarding the landscape plans for the Rio Grande Plaza will begin sometime after September 24, 2019. 

Kathy discussed the growing problem of ransomware and how the County government and Library are dealing with it. 

NEW BUSINESS: Kathy presented an idea of Barbara Allen’s niece to give the Library a totem pole Barbara designed as a tribute to her husband Bill Dunaway. The Board will further investigate this idea and will defer further discussion to the next library meeting. Kathy will pass on this idea to the City Parks Department. 

Ann Driggers shared a copy of the most recent County Audit Report.

ADJOURNMENT: A motion was made by Austine Stitt and seconded by Barbara Smith to adjourn the meeting at 1:23 p.m.
